Beijing Inclusive Medical Insurance Program Opens for Enrollment

"Beijing Inclusive Medical Insurance Program" was officially launched and opened for enrollment on July 26, 2021. For only CNY 195 a year, policyholders can receive reimbursements of up to CNY 3 million for medical expenses included or not covered by the medical insurance reimbursement list.

Method of Enrollment

Starting from July 26, users of Beijing's medical insurance system can apply for the insurance program via the official WeChat account "Beijing Inclusive Medical Insurance Program" (北京普惠健康保, ID: gh_83a5738034b9). The insurance program is also available on Alipay, Tencent's WeSure, JD.com, and five insurance companies.

After following the official WeChat account, users can enroll themselves and their immediate family members (parents, spouse, and children) in the insurance program by tapping "Apply (参保入口) " and "Personal Enrollment (个人参保)" on the bottom navigation menu. After enrollment, users can inquire about their order and insurance policy information by entering their ID number in the "Service Center (服务中心)" and "Personal Center (个人中心)" on the bottom navigation menu.

Open Enrollment and Insurance Policy Period

The open enrollment will last through September 30, 2021, to cover the insurance period from January 1, 2022 to December 31, 2022.

Eligibility

"Beijing Inclusive Medical Insurance Program" is available to all active accounts of the Beijing medical insurance system, regardless of age, place of household registration, occupation, or health status. The program is also available to foreigners who hold a valid passport or have obtained a Foreign Permanent Resident ID Card. The scope of reimbursement is more comprehensive, covering outpatient and inpatient out-of-pocket expenses within the medical insurance reimbursement list, as well as inpatient out-of-pocket expenses and the cost of special drugs at home and abroad excluded from the reimbursement list.

"Beijing Inclusive Medical Insurance Program" also covers insurants with preexisting conditions. There are differentiated claim plans for healthy applicants and those with five specific preexisting conditions, including malignant tumors, liver and kidney diseases, cardiovascular and cerebrovascular diseases, glucose and lipid metabolism diseases, along with lung and immune system diseases. This ensures that the insurance program is "accessible and claimable".

A healthy insurant who enters the insurance program for the first time and suffers from the aforementioned specific diseases during the insurance period, will still receive the same amount of compensation as healthy insurant provided insurance is duly paid continuously. Therefore, insurants should pay attention to the continuity of their insurance.

Coverage

"Beijing Inclusive Medical Insurance Program" will expand insurance to cover 100 types of special drugs, including 25 commonly used subsidized anti-cancer and domestically produced drugs, along with 75 special drugs provided by international medical institutions from the Boao Lecheng International Medical Tourism Pilot Zone in Hainan Free Trade Port. These drugs provide treatment for 36 critical illnesses such as lung cancer, liver cancer, gastric cancer, breast cancer, leukemia, and thyroid cancer.

The domestic purchase of special drugs at the national designated medical institutions will be covered by the "Beijing Inclusive Medical Insurance Program", with 19 designated pharmacies in Beijing providing services such as direct payment and delivery to home. Patients taking the 75 special international drugs may visit the Boao Lecheng International Medical Tourism Pilot Zone in Hainan to make their purchase at the Boao Evergrande International Hospital or Boao Super Hospital.

"Beijing Inclusive Medical Insurance Program" also provides insurants with additional services such as five follow-up visits or on-site nursing care after discharge. In the first year, insurants will receive the services three months before the start of the insurance period, available from October 1, 2021 to December 31, 2022.
