The 14th Five-Year Plan for National Economic and Social Development of the People’s Republic of China and the Long Range Objectives for 2035 proposes to vigorously develop inclusive elderly care services during the 14th Five-Year Plan, support families to undertake elderly care functions, and build a coordinated elderly care service system that combines home and community institutions with medical care and health care; improve the community home-based elderly care service network, promote the extension of professional institution services to the community, and integrate and utilize existing resources to develop embedded elderly care in the community; support the transformation and development of training and recuperation resources for elderly care, and strengthen policy support for nursing oriented private elderly care institutions.

The 14th Five-Year Plan for the Development of National Aging Industry and Elderly Care Service System proposes to establish a basic institutional framework for actively responding to the national strategy of population aging, effectively coordinate and develop the aging industry with high quality, accelerate the improvement of the elderly care service system and health support system that combines home and community institutions and medical care and health care, and actively respond to the initial formation of the population aging pattern in the whole society. The sense of gain, happiness, and security of the elderly has significantly improved.

The Opinions on Accelerating the Development of Rehabilitation Medical Work of the National Health Commission put forward 24 development suggestions, including increasing the supply of medical institutions and beds; encourage social medical institutions to participate in the construction of chain rehabilitation medical centers; encourage primary and secondary hospitals to transform into rehabilitation medical care; promote the joint service of public and private, tertiary hospitals and grassroots medical consortia; encourage grassroots communities to carry out home-based rehabilitation projects; vigorously develop rehabilitation medical informationization and related smart industry development measures.

Changchun currently has four key commercial districts at the city level, including Hongqi Street, Chongqing Road, Guilin Road, and Qianjin (Eurasia Shopping Mall). These four major commercial districts cover various formats such as retail, catering, hotels, leisure and entertainment, urban tourism, and financial services, serving the entire city and radiating throughout the province and even the entire Northeast China. They can meet diversified consumer needs such as high-end shopping, cultural tourism, specialty catering, leisure and entertainment, and financial business. At the same time, there are 80 commercial complexes or shopping malls (markets) with an area of over 10000 square meters and 41 large-scale commercial complexes or shopping malls (markets) with an area of over 50000 square meters in the city; most shopping malls (markets) and complexes integrate shopping, entertainment, leisure, catering, education and training into one format, which can meet consumers’ shopping and leisure consumption needs in one stop.

(3) Location advantages

Changchun is an important railway hub city in China and an important node city of the the Belt and Road North Line. On October 13, 2017, Changchun International Port and China Europe Express (Changchun-Hamburg) were officially opened. Changchun International Port, relying on the construction of Changchun Railway Comprehensive Freight Yard, is the largest first-class railway comprehensive logistics base in Northeast China. The Changchun-Hunchun Intercity Railway and the Harbin-Dalian Passenger Dedicated Line have been successively opened, forming two main railway passenger stations, Changchun Station and Changchun West Station.

Changchun Longjia International Airport, a 4E level civil airport, is one of the four major international airports in Northeast China, a gateway to Northeast Asia’s aviation hub, an important aviation transportation hub in the region, and a major mainline airport under construction in China. The first and second phases of the Longjia Airport expansion project have been fully completed, with two terminals and one runway built, a total of 150 operating routes, and 73 navigable cities. It has initially formed an air traffic network that radiates domestically, lays out in Northeast Asia, connects major Southeast Asian countries and key cities in Russia.

Changchun-Shenzhen Expressway, Hunchun-Ulanhot Expressway, Beijing-Harbin Expressway, Changchun-Changbai Mountain Expressway and other highways intersect in Changchun City, connecting the one hour economic circle of other counties (cities), forming a three-dimensional transportation network that extends in all directions, is fast and convenient in Changchun City.

The Changchun One Hour Economic Circle connects Jiutai District, Chaluhe Town, Shuangyang District, Yitong Manchu Autonomous County, Gongzhuling City, Huaide Town, Nong’an County, Dehui City and other places in Changchun City. After completion, the project will become an important platform for the development and incubation of enterprises in Changchun, Jilin and surrounding cities and counties.

The project covers an area of 75000 square meters and plans to construct independent living apartments, nursing apartments, and disability and dementia care apartments; the rehabilitation nursing home; a happy academy, a small theater, a calligraphy and painting room, a dance classroom, a piano room, a tea art room, a fitness center; a sky garden, a central clubhouse, an activity center.

The total investment of the project is 1.5 billion yuan, including the construction investment of 1.2 million yuan.

After the project reaches the production capacity, its annual sales revenue will be 833.33 million yuan, its profit will be 250 million yuan, its investment payback period will be 7.5 years (after the tax, including the construction period of 1.5 years) and its return on investment will be 16.67%.

2.2Overview

Nanguan District is located in the central southern part of Changchun City. It starts from Renmin Street in the west and connects with Chaoyang District, and ends at Xinfa Road, Shanghai Road, and Guangfu Road in the north and connects with Kuancheng District. It faces Erdao District across the Yitong River in the east and is adjacent to the boundaries of Xinli Town and Yongchun Township, as well as Jingyue Development Zone and High tech Development Zone in the south. After 9 regional adjustments, the area under its jurisdiction has sharply decreased from 497 square kilometers to 80 square kilometers, making it the smallest urban area in Changchun City. It has jurisdiction over 13 streets, 1 township, 7 administrative villages, 65 communities, 665 grids, and 1 city level development zone (Southern Urban Economic Development Zone). The registered residence population is about 488000, and the actual resident population is about 657700.

Compared with other urban areas, there are five characteristics:

Firstly, it has the longest development history. During the reign of Emperor Daoguang in the Qing Dynasty, the largest village and town within a radius of several hundred kilometers was formed. In 1825, the “Changchun Department” was relocated here, forming the embryonic form of Changchun City. In history, there is a saying that “there was Nanguan first, and then Changchun”. Since its establishment, Changchun has always been accompanied by the development of Nanguan.

The second is the highest urbanization rate. After years of development and construction, Nanguan District has achieved the transformation from a dual urban-rural structure to a single urban structure. The area north of the Ring Expressway has basically completed full area expropriation, and the detailed control plan for the area south of the Ring Expressway has been approved by the municipal government. Yongchun Modern Biomedical City has laid out in the southern part of the city, and the urbanization process continues to accelerate.

The third is the most distinct functional zoning. Nanguan District is both an old and a new urban area. After years of development, a development pattern of “north-south linkage” and “integration of the old and the new” has gradually formed, with satellite roads as the boundary. The northern old city area covers an area of about 26 square kilometers and is a century old commercial port of Changchun City, with rich traditional commercial and trade formats; it is also the earliest urban area in Changchun, with many industrial and commercial households, old residential areas, religious sites, and special populations. The southern new urban area covers an area of approximately 33 square kilometers and is the planned and constructed urban new center of Changchun City. It is also the core area of the regional financial service center in Northeast Asia, gathering 24 high-end commercial buildings such as the Northeast Asia International Financial Center. Yuanda Shopping Center and Jucheng Huayi Plaza lead the consumption agglomeration, and the modern service industry is developing rapidly.

The fourth is that the service industry has the largest proportion. The primary industry in Nanguan District has basically withdrawn, while the secondary industry is gradually transforming. As of the end of 2023, the proportion of the tertiary industry is 0:8:92, with the secondary industry mainly consisting of the construction industry, 6 large heating enterprises, and 1 food processing enterprise (Dingfengzhen). The service industry has become an absolute advantage industry, contributing up to 87% to the district level finance.

The fifth is the highest per capita GDP. As the central urban area of Changchun City, Nanguan District gradually relies on the agglomeration and development of headquarters and building economy, especially the high-quality development of modern service industry led by finance, to break through the development bottleneck of limited land space and single industrial structure. In 2023, the historic GDP exceeded 50 billion yuan, and the GDP created per square kilometer of land always led the city. In 2023, the per capita GDP reached 652 million yuan, which was 311 million yuan higher than the average level of the five urban areas.
